Buying Property in Ras Al Khaimah: A Clear Guide
How foreign buyers can approach Ras Al Khaimah: where you may own, how off-plan protections work, and how to shape your brief first.
Start with your brief, not a listing
Most buyers who contact me are weighing the same few questions: how much to spend, whether the home is for investment or for their own use, which area suits them, how soon they want to move, and whether off-plan is something they would consider. Where foreigners can buy
Foreign buyers may own property in Ras Al Khaimah only in areas the Ruler has designated for foreign ownership. That is why the area question matters early. A home you like is only an option if it sits within a designated zone. Palmera's team can confirm this for any property you are considering.
Al Marjan Island and beachfront living
Many international buyers ask first about Al Marjan Island and other beachfront settings. The questions I ask in return are practical. Do you want a place to use yourself, to hold as an investment, or a mix of both? How important is a sea view or direct beach access compared with price and size? Answering these before you look at specific homes keeps the search focused and calm.
How off-plan purchases are protected
Off-plan means buying a home that is not yet finished, so the rules around developers matter. Developers must be registered with Ras Al Khaimah Municipality's Real Estate Regulatory Administration and hold an off-plan sale permit before they sell units. They must also open a project escrow account with a trustee registered with that administration, and buyers pay into this account. Every off-plan sale must be recorded in the municipality's initial land register, and an unrecorded sale is void.
These safeguards are worth understanding, but they do not remove all risk. Ask the licensed team to walk you through the paperwork for any project you consider.
Payment plans, currency and fees
Prices and official fees are in UAE dirhams, the national currency, which is pegged to the US dollar. If you hold another currency, it is sensible to think about exchange rates when setting your budget. Buyers also pay a registration fee to Ras Al Khaimah Municipality when a sale is registered. Payment plan terms differ between developers, so ask the licensed team for the current details on any project you like.
Registration and title deed
A sale transfers ownership only when it is registered with the Lands and Properties Sector of Ras Al Khaimah Municipality, which issues the title deed. This is part of the regulated process that Palmera's licensed team manages for you.
